SUBJECT: UN INTERNATIONAL CIVIL SERVICE COMMISSION:
ETHIOPIA SEEMS ON BOARD

REF: STATE 109341

Classified By: CDA Tuli Mushingi for reasons 1.4 b/d.

(C) Ababew Feleke, chief of MFA's International Organizations
Directorate, told Pol-Econ Counselor on November 3 that
Ethiopia will likely support Ms Myers for another term on the
International Civil Service Commission. He said Ethiopia was
unimpressed with the Italian candidacy and would prefer to
have broader representation on the commission. Pressed as to
whether MFA would instruct Ethiopia's New York Mission to
vote for Ms Myers, Ababew would not confirm that an
instruction would be sent, but said "you should not worry
about Ethiopia." COMMENT. Ababew's hedging likely has more
to do with the nature of the communication channel between
MFA and the Ethiopian Mission to the UN than to official
uncertainty about Ms Myers. USUN is doubtless double
tracking this issue with the New York Ethiopians. END
COMMENT.
