1. (C) During an August 27 meeting to discuss the Pittsburgh
G20 summit, Ethiopian FM Seyoum also briefly mentioned to the
Charge that he had been informed of IGAD consultations in New
York regarding proposed Somalia related sanctions. Seyoum
reported that IGAD members had reached a consensus agreement.
Uganda had been requested to undertake separate
consultations with P3 representatives regarding the
agreement, with a view to presenting a draft resolution
representing the African position in the Security Council.
2. (C) Seyoum said he did not yet have the details of the
agreement or draft resolution, but expected to be in phone
contact with the Ethiopia PermRep later in the day. He did
note that all African countries had been brought on board,
including Libya, albeit with a bit of difficulty. Seyoum
also opined that there might be objections from other UNSC
non-permanent members, however. When pressed, he
specifically mentioned Austria, at least in part reflecting
EU concerns as expressed by EU parliamentarian Louis Michel.
