US-IAEA ADDITIONAL PROTOCOL

1. (U) Charge d'Affaires Lisa Piascik delivered reftel
demarche to Mr. Toyin Solaja, the incoming Director for North
America and the Caribbean at the Nigerian Ministry of Foreign
Affairs in Abuja, during his courtesy call to the Embassy on
January 8. CDA commended Nigeria for having an Additional
Protocol already in force with the International Atomic
Energy Agency (IAEA) and for its partnership on a wide range
of issues. CDA took the opportunity to encourage Nigerian
formal endorsement of the Proliferation Security Initiative's
Statement of Interdiction Principles, copies of which were
provided along with the nonpaper on U.S. ratification of our
additional protocol. We will report any substantive response.
