SUBJECT: NIGERIA: DEMARCHE DELIVERED TO START AIR MARSHAL
OPERATIONS

(SBU) Subject demarche was delivered September 17 to Nigerian Civil
Aviation Authority Director General Dr. Harold Demuren. Demuren has
a thorough understanding of the air marshal request and reviewed the
background information and memorandum of understanding (MOU)
provided by EconOff. Demuren said that, at a first reading, the MOU
has all the components that have been discussed, specifically how
the weapons would be handled and that Nigeria is not required to
employ air marshals on Nigerian flag carriers. Demuren did request
that the Transportation Security Administration provide air marshal
training to Nigeria in early 2010. He said he has no difficulty
signing the MOU and will seek agreement from his legal office and
the Minister. (NOTE: the Minister has a copy of the background and
MOU).
