1. (U) Econ Specialist informed Engineer Festus Daudu, Director
Spectrum Management, Ministry of Information and Communication of
reftel demarche on July 6. Daudu said that the Government of Nigeria
will not attend the upcoming International Telecommunication
Satellite Organization (ITSO) meeting in Rome scheduled for July
8-9.


2. (U) Embassy Abuja also delivered reftel non-paper to Professor
Dora Akunyili, Minister of Information and Communication via
diplomatic note sent through the Nigerian Ministry of Foreign
Affairs.


3. (U) This cable was coordinated with Consulate Lagos.
