1. (U) Poloff delivered reftel demarche and non-paper "An
International Piracy Court -- Not the Right Direction" to Ms.
Maria Laose, the Director of the First UN Division at the
Nigerian Ministry of Foreign Affairs (MFA) on June 17. Ms.
Laose pledged to pass copies of the non-paper along to the
Nigerian Maritime Administration and Security Agency (NMASA)
in Lagos for input, as well as to her colleague Ms.
Sonaike-Ayodeji who handles Law of the Sea matters for MFA,
but is currently in New York for meetings. Ms. Laose had no
comment on the possible GON position on the matter. Post
will report any substantive responses septel.
