1. (SBU) Subsequent to hosting a February 3 gathering of nine Arab
foreign ministers (reftel),UAE FM Abdullah bin Zayed (AbZ) met with
the visiting Kuwaiti FM over the weekend (February 6) and embarked on
a regional tour characterized in official news reports as seeking
Arab unity, presumably with a focus on the Palestinian issue. He
made an initial stop in Qatar (February 7),with follow on plans to
visit Amman and Muscat. (Among these, only Jordan joined the
February 3 meeting.)
2. (SBU) AbZ likely seeks to consolidate cohesion gained during the
February 3 meeting and expand support for the moderate solutions
espoused. As retel noted, AbZ said "we are engaging with additional
Arab countries and consulting" in preparation for further efforts to
unify Arab action, in advance of upcoming meetings focused on
fundraising for the Palestinians.
