1. Ref email requested that post conduct a pre-license check for
application D428003: Civilian Aircraft Generator to be exported by
Air Eagle Aviation, Costa Mesa, CA.




2. On December 9, 2009 Export Control Officer met with Mr. Alireza
Pourmatin, Managing Director and Board Member, Era Feat General
Trading at their Bur Dubai Offices. Pourmatin claimed that the
order of this aircraft generator was for "one of their" Boeing 747
aircraft which is based out of Sharjah Airport. Pourmatin, an
Iranian, also offered that he was pilot. He explained that the
company which ordered the item through Era Feat was actually
located in Ras Al Khaimah but did not have its details. ECO advised
that any relevant documentation and details on the end user and end
use of this generator would be required to have the license move
forward. He said he would attempt to provide the information and
send it to ECO via email. He also advised that the only Iran
related business Era Feat is involved in is Bitumen oil trade with
Iran's Passage Oil Company; they supply Bitumen oil to African
countries.




3. On Dec 10, 2009, ECO sent a follow-on email again requesting
details relevant to this transaction. Pourmatin responded via email
advising that based on the fact that Era Feat could not deliver the
generator in time, their customer "already cancel his order because
of long time that it is taken to deliver...". ECO called Pourmatin
to confirm that they indeed no longer wanted the Generator.
Pourmatin stated that they do not want the generator due to the
delivery delay and would like the U.S. exporter to return the
15,000 USD that they paid in advance of this order. Pourmatin while
well mannered and respectful throughout our exchanges still did not
provide the relevant details on the end user and end use for this
generator.




4. Post considers Era Feat General Trading LLC to be an unreliable
recipient of US origin goods for this transaction based upon the
circumstance outlined above.
