1. Ref email requested that post conduct a post-shipment
verification for Radio Navigational equipment exported as No
License Required by Topcon Corporation, Livermore, CA.




2. On November 30, 2009 Export Control Officer met with a Mr. Talal
Hanna, Sales and Marketing Executive, Positioning Business
Division, Topcon Corporation Dubai office. Topcon Corporation is a
Japan based company specializing in Positioning systems for
construction and other applications. Talal was confused as to why
radio navigational equipment would have been shipped to Topcon
Dubai. Talal readily provided a copy of the Topcon invoice for this
transaction which indicates that this shipment was actually for
construction related GPS battery packs vs. the radio navigational
equipment. The end user for these battery packs is Al Fajr
establishment in Dubai which is Topcon's UAE based supplier to the
construction industry.




3. Post considers Topcon Corporation's Dubai office to be a
reliable recipient for these items and suggests OEA contact the
U.S. exporter regarding a possible misclassification.
