1. (U) This cable contains an action request in para 3.


2. (SBU) On October 22, Post delivered Commerce Secretary Locke's
advocacy letter supporting GE-Hitachi's bid on the UAE's nuclear
tender to Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed,
Executive Affairs Authority (EAA) Chairman Khaldoon Al Mubarak and
Emirates Nuclear Energy Corporation (ENEC) CEO Mohamed Al Hammadi.
The Ambassador called Al Mubarak to alert him to the advocacy letter
and has also requested a meeting with the Crown Prince to support
GE's bid. EmbOffs engaged other senior EAA and ENEC officials on
October 22.


3. (SBU) ACTION REQUEST: In order to most effectively support GE's
bid, and in light of the presence of US firms in all of the
consortia, differing claims about value of US content in each bid,
and questions raised about the safety of the KEPCO bid, Post
requests involved Washington agencies immediately provide detailed
talking points that explain the USG decision to provide sole
advocacy to GE-Hitachi. Without a strong argument in support of
GE-Hitachi, UAE decision makers may not focus sufficiently on the
importance of USG advocacy.
