1. (U)This cable responds to request in reftel.
2. (U) Embassy Zagreb has vetted the proposed names and has
found no evidence of "gross violations of human rights" as
per Leahy Amendment vetting requirements that would
disqualify the candidates from attending the 4th Annual
Sovereign Challenge Conference 17-20 November 2008.
3. (U) Embassy Zagreb verifies that as of October 30, 2008
the four foreign military attaches listed in reftel cleared
human rights vetting with effective date of October 30, 2008.
Based on the "good for one year" vetting policy, these
individuals are now cleared for participation in U.S.
sponsored training until October 30, 2009.
