(C) Poloff delivered REF A points on October 6 to Ambassador
Vladimir Matek, Special Advisor to the Foreign Minister and
Coordinator for UNSC Affairs. Matek said that the GoC, per
its usual practice, would defer to a common EU position. But
that absent a unified EU position, the MFA instructed its
diplomatic mission at the UN in New York "not to support" the
Serbian resolution. Matek indicted that the Croatian mission
in New York has some discretion to then vote against or, in
the event that a near unanimous EU block emerges with a
position to abstain, then to abstain. Matek said the
Croatian MFA shares our perspective that this Serbian
resolution is unhelpful. He indicated that should the
Serbian resolution pass then Croatia would consider
supporting a strong message of support for the territorial
integrity of Kosovo, but would like to see more details as to
the format of the message. He emphasized that Croatia's
recognition of Kosovo's independence sends a strong message
of support for the territorial integrity of Kosovo.
