1. On May 12 Econoff visited MSHAK JSC, 3 Hakop Hakopian
Street, Yerevan, to conduct reftel post-shipment
verification. We met with MSHAK's owner, Levon Poghosyan.
2. Poghosyan had expressed surprise by our request for a
visit, telling us he had been purchasing various components
from Parker-Hannifin since 2004 (including several previous
shipments of this particular product) and this was the first
request for a post-shipment verification. He said the reftel
components are used in industrial automation equipment, and
claimed they are not on any list of dual-use items. Their
function is to amplify the signal from the computer and send
it on to the motor. The main component is an interior
transistor, and it cannot work unless it is connected to the
computer and motor.
3. Poghosian provided us a copy of the invoice, whose
details corresponded to information in reftel:
Order Number: 58396
Quantities: PDM 2007ECS0000S - 21 units
PDM 2020ECS0000S - 2 units
Gross Invoice Price: USD 13,631
Invoice Date: 20 November 2007.
4. We were not able to see the components, as Poghosian told
us they had already been installed in equipment that had been
assembled and exported. MSHAK typically exports these
machines to the U.S., Russia, China and CIS countries. He
said it does not sell this equipment to Iran. Poghosian said
MSHAK no longer purchases these components from
Parker-Hannifin.
