1. (C) Embassy Vientiane approached the French and German
missions September 11 regarding reftel. Neither was aware of
the Serbian proposal nor had they received any instructions
to approach the Government of Laos (GOL) on the issue. On
September 12 Econoff spoke with Deputy Director General of
the Europe and America's Department at the Ministry of
Foreign Affairs Mr. Mai Sayavong regarding reftel. Mr. Mai
also said the GOL had not been aware of Serbia's proposal.
He noted that the GOL had not yet recognized Kosovo's
independence and that the two issues would require intense
study, taking into account the realities of the regional
situation. Econoff encouraged the GOL to engage the U.S.
Mission to the UN or the Embassy if it needed additional
background or decides on a position.
