(C) In separate meetings on March 29, EconUnit Chief
delivered reftel non-paper to Thomas Baier, Head of the MFA's
Multilateral International Law Unit, and Helmut Krehlik Head
of the Ministry of Economics' Export and Import Control
Division. Krehlik noted that previous EU regulations, which
are important for Austrian national implementation, went
beyond UNSC 1737 in defining and prohibiting NSG dual use
exports to Iran. According to Krehlik, EU Regulations 423
(April 20, 2007) and 116 (January 28, 2008) implemented a
complete ban on NSG dual use exports, except for the minor
exceptions outlined in reftel.
