Poloff discussed reftel points with Peter Huber, MFA Director
for International Organizations, on December 15. Huber noted
the current discussions in the UNGA on the Secretary
General's (SYG) plan, and told Poloff the U.S. submission was
the first concrete proposal the GOA had received. Huber said
the GOA was also concerned about the high cost of the SYG's
proposal; although they had considered the proposal proffered
in March, the GOA's top priority was to find a plan which
would alleviate the high vacancy rate in the field. He said
his office would forward the information to its UN Mission.
Poloff will report further developments via septel.
