Polchief raised reftel points November 5 with Andreas Launer,
MFA Unit Chief for IAEA, CTBTO Prep Com, and NPT. Launer
said the GOA supports in principle the U.S. proposal for a
criteria-based approach to transfers of enrichment and
reprocessing technology. However, before determining whether
it can support the proposal at the November 19 meeting of the
NSG Consultative Group, the GOA must determine whether the
proposal would require amendments to Austrian law, he said.
As of November 13, the MFA was still consulting with other
ministries on that question, he said.
