(U) Poloff discussed points in reftel with Georg Heindl of
the MFA Human Rights Department September 9. Heindl told
Poloff the GOA would again support country-specific
resolutions on Iran, Burma, and North Korea. However, he
reported the GOA was skeptical of the chances for UNGA
success on a Zimbabwe resolution, and would prefer to wait
for the results of the African-led mediation efforts. He
expressed concern about the abuse of no-action motions and
pledged support. Although Heindl said the MFA was concerned
about freedom of expression infringements and supported the
Declaration on Prisoners of Conscience, he mentioned the GOA
would like to see the U.S. participate in the Human Rights
Council.
