1. (U) On March 7, 2008, PolOff communicated details of US
Treasury Department domestic designations of four Syrian
individuals per reftel to Charles Inguanez, MFA
Director-General for Economic Affairs and Chairman of
Malta's Sanctions Monitoring Board (SMB).
2. (C) Inguanez got back to us later the same day to inform
us that he had instructed the Board Secretary to circulate
the details of
the individuals to the SMB members for their respective
actions. Inguanez told PolOff that "in spite of the fact
that (GOM) has no legal basis coming from UNSC or EU
regulations, on the basis of the broader Central Bank
regulations these operations are precluded from being done
in (Malta's) banking system."
