1. (C) During a September 18 call with Ambassador Khalilzad,
Secretary-General Ban said he had spoken with NATO SYG Hoop
Scheffer (ref B),and had decided to sign the Draft
Declaration on UN-NATO Cooperation in New York on Monday,
September 22. Ban said he wants minimal pQicity and will
not post the signing on the UN website, but will inform all
Member States that the UN and NATO will cooperate where the
UN has a mandate and NATO a role.


2. (C) Regarding the UN General Assembly (GA) President's
September 16 statement at the 63rd GA opening session (ref
A),SYG Ban told Ambassador Khalilzad he would convey to
President Miguel d'Escoto Brockmann his concern about the
language and style used in that speech as well as the
negative implications of persisting with that kind of
approach.
