1. (C) As instructed reftel, USUN shared with the UK, France
and Belgium UN missions on September 2 information from
Washington on individuals affiliated with the FDLR rebel
group operating in eastern Democratic Republic of the Congo
(DRC). The UK, France and Belgium reiterated their desire to
impose targeted sanctions on these individuals as soon as
possible, noting that nearly six months had passed since
UNSCR 1804 mentioned the possibility of sanctioning FDLR
members under the DRC UN sanctions regime.


2. (C) On Septmber 5, USUN spoke with Alfred Ndabarasa at
the Rwanda UN mission to convey reftel points about Rwanda's
May 2008 submission to the DRC Sanctions Committee of a list
of nineteen FDLR names. (NOTE: Because Rwanda's list lacked
adequate identifiers and evidentiary information, France, the
UK, Belgium and the United States placed holds on all names.
END NOTE.) Ndabarasa said he appreciated that the United
States has developed a list of FDLR targets with enough
information to justify moving forward, but was concerned that
so much time had passed since Rwanda first proposed the
names. He complained about the fact that the United States
would not support all of the names that Rwanda originally
proposed, insisting that Rwanda's original list was "exactly
the right number and included all major (FDLR) players."
Ndabarasa described this situation as evidence of a "tendency
to appease the DRC government." USUN explained that both the
delay and our inability to support all of Rwanda's proposed
names were due to domestic bureaucratic procedures and
requirements under U.S. law. Ndabarasa, sounding
unconvinced, asked that future U.S. public and private
statements clarify this.
