1. (SBU) The November 11 JCG, chaired by Romania, was
brief. The only intervention was by Belarus First Secretary
Vasily Pavlov, who announced his departure from Vienna on
November 13 and introduced his replacement, First Secretary
Dmitry Krayushkin.
2. (C) During the JCG-T plus 4 held on November 10 and
chaired by Luxembourg, the Netherlands (Kleinjan) provided a
summary of last week's HLTF retreat in Romania. There was
some discussion by Allies that it would be wise to include
language from the NATO Communique in statements made at the
JCG meeting on December 16, i.e., after the data exchange or
for the one-year anniversary of Russia's suspension of CFE
implementation.
3. (C) Head of Russian arms control delegation Mikhail
Ulyanov informally asked German and U.S. representatives if
they were ready to attend a JCG/CFE meeting at the OSCE
Ministerial Council in Helsinki the first week of December.
Ulyanov asserted that the rules of procedure allow any CFE
State Party to request a JCG at any time. When the German
representative asked if Ulyanov was going to announce
Russia's return to CFE implementation at such a meeting, he
replied that nothing had occurred since December 2007 to
cause Russia to reconsider its decision to suspend
implementation. The U.S. was non-committal.
4. (U) The next JCG meeting, also to be chaired by Romania,
will be held on November 18. The next JCG-T will be held on
November 17 and will be chaired by Canada.
