1. (C/NF) The Acting Political Advisor delivered reftel
demarche to NATO Deputy Assistant Secretary General for
Operations Maurits Jochems on December 12. Jochems welcomed
an observer role for NATO in the proposed Contact Group as
"excellent work" for the Alliance. He noted that the issue
of piracy is on the agenda for discussion at the SYG's
December 16 informal coffee with PermReps.


2. (C/NF) Jochems added that he would be in Africa on
December 16, meeting with the AU's Commissioner for Peace and
Security, Ramtane Lamamra, and would pass on the AU's
reaction to the Contact Group proposal when he returns to
Brussels.


3. (C/NF) Comment: Jochems was less than complimentary about
the EU, especially the role its leading members had played
within NATO on the piracy issue. He recalled France and
Germany's attempt in September to forestall internal Military
Committee discussions of counter-piracy options, and that
they had even been abetted in these efforts by the UK
PermRep's insistence that NATO efforts be "complementary" to
EU efforts. The entire ESDP operation was, Jochems added, a
classic example of the EU using NATO assets to duplicate NATO
capabilities, albeit less well than NATO could manage. End
