1. (C) Request for Information: USNATO requests updated
information on U.S. contributions to the training of the
Kosovo Security Force. We urgently need to know whether the
United States has/will respond positively to NATO's request
for U.S. Voluntary National Contributions (VNCs) to be sent
to Pristina as early as June. We also need to know how many
VNCs we intend to provide, as well as our timeline for their
arrival.

BACKGROUND
--------------
2. (C) In accordance with the Comprehensive Framework
Agreement for Kosovo Status Settlement (also known as the
Ahtisaari Plan),NATO is in the process of staffing civilian
and military training teams to implement NATO's assumption of
new tasks associated with the development and civilian
control of a future Kosovo Security Force (KSF). In January
2008, NATO SecGen requested (Ref A) Voluntary National
Contributions (VNCs) from nations to be sent to Pristina for
a period of 12 months beginning as early as June. On May 6,
NATO,s Assistant Secretary General for Defense Policy and
Planning sent a letter to Ambassador Nuland inviting the U.S.
to provide VNCs with respect to at least five positions that
remain unfilled.
