1. (C//NF) USEU EconOff on June 27 delivered USG non-paper
to Paul Weissenberg, Director of the Aerospace, GMES,
Security, and Defense Directorate in the European
Commission,s Directorate General for Enterprise.
Weissenberg was very appreciative of the notification,
explaining that it is good to know what steps the U.S. is
taking with China as pertains to space cooperation. He
considers the U.S. decision to limit the cooperative efforts
to initial talks of basic science with no intention of
technology transfer very intelligent. He is very wary of
China, which he called very "intelligent and populous," and
its intentions to reverse engineer technologies it acquires.
2. (C//NF) Weissenberg explained that after the summer he
expects to update the U.S. on the status of European
Cooperation with China. He added that currently China plays
only a very small role in European space efforts, as the U.S.
and Russia clearly are Europe,s primary partners.
Specifically, with Galileo, China is very "irritated" it has
been "relegated to economy class" and continues to push to be
upgraded. However, unless there is a large political change
in Europe, China will remain a very small partner on Galileo.
