1. (SBU) Econoff met with Deputy Director of the Ministry of Foreign
Affair's Law & Treaty Department S. Gankhuyag on June 12 to deliver
specified talking points listed in reftel on USG priorities for the
International Whaling Commission's 2008 annual meeting (June 23-27;
Santiago, Chile). Ganhuyag did not have an immediate response but
said he would confer with his colleagues at Ministry of Nature and
Environment and provide us with more information within a few days.
He said Mongolia would most likely be represented by Ts. Damdin,
Special Advisor to the Minister of Nature and Environment (who has
represented Mongolia in previous years) at the Santiago meeting.
Econ Assistant and E/P Intern (Notetaker) were also present at the
meeting.


2. (SBU) Ganhuyag then revealed that Mongolia was strongly
considering abstaining on major votes at the June meeting, which
would represent a major break from the past when Mongolia sided with
the pro-whaling nations. He stressed that this decision was not yet
final while acknowledging that Japan was applying a lot of pressure
on the GOM to once again support pro-whaling initiatives.
