1. (S) CDA met October 13 with Jalal Jaidi of the MFA's
International Organizations Department to follow up on reftel
demarche and urge that the GOL freeze assets of entities listed
reftel, require comprehensive mandatory inspections of
IRISL-related cargo and ensure that all Libyan national
companies cease business operations with IRISL. Jaidi argued
that it was up to individual shipping companies and freight
forwarders to determine whether to do business with IRISL, and
said he was unsure whether a customs mechanism existed that
would facilitate mandatory inspections of IRISL-related cargo.
He said the GOL would review demarche points and notify us if
they decide to take any measures related to IRISL. Post will
follow up with the MFA and customs officials and report any
further substantive response septel.
