1. (C) P/E Chief conveyed reftel points and the draft resolution
text on May 12 to Tajouri al-Sheradi, Senior Political Adviser
in the MFA-equivalant's International Organizations Department,
urging that Libya support a French resolution calling on Burma
to facilitate the expeditious delivery of humanitarian
assistance to cyclone victims. Agreeing that the situation in
Burma was dire and that the Burmese regime's response had been
"confusing", al-Sheradi indicated the GOL had not seen the text.
He agreed to immediately convey it to Foreign Minister
Abdulrahman Shalgham and said the GOL would coordinate its
position through its UN delegation. Al-Sheradi reiterated the
GOL's usual aversion to "interfering" in other states' domestic
affairs, but (unusually) conceded that the humanitarian need in
Burma was so exigent that "extraordinary measures" might be
called for.
