1.(S) Post conveyed reftel points to the General People's Committee for Foreign Liaison and International Cooperation (MFA-equivalent) via diplomatic note February 26. P/E Chief followed up with MFA Americas Desk Officer Muhammad Ayab February 27, underscoring that any information concerning Libyan nationals whose cases will be considered by the Administration Review Board at GTMO must be channeled through the GOL to Post. We also stressed that the GOL will be notified of the Designated Civilian Official's final determination concerning the two Libyan detainees scheduled for review.
2.(S) Ayab took our points on board, noting that Libya was familiar with the ARB rubric and stressing that the GOL is eager to have its nationals detained at GTMO repatriated to Libya.
