1. (C) CDA delivered reftel demarche regarding the proposed US
listing pursuant to UNSCR 1267 of Syria-based Badran al-Mazidih
et al. to Deputy FM Mohamed Siala February 27. CDA requested
that the GOL lift its hold on the US request, and asked for
clarification of apparent GOL policy to place holds on any
proposed listings with Arab names. Siala said the US request
was clear, and took the point that a general GOL policy of
placing holds in such cases would be odd, given that most
al-Qaida-related listings would involve individuals with Arab
names.
2. (C) Comment: Siala did not offer a substantive response to
either request. We believe he will check with FM Shalgham, who
is in Sirte this week in connection with the upcoming annual
People's General Congress. End comment.
