1. (C) Per instructions in ref A, EST Chief demarched
Ministry of Foreign Affairs (MOFA) Non-proliferation,
Science, and Nuclear Energy Division Director Tomiko Ichikawa
November 25. Econoff and poloff previously had delivered
points contained in ref B to MOFA counterparts in the
Non-proliferation and First Middle East Divisions November 21.


2. (C) Ichikawa said Japan generally shares the U.S.
concerns regarding technical cooperation with Syria while it
is under IAEA investigation, but takes a different approach
to finding a solution. Thus, while the Japanese delegation
in Vienna had not expressed its opinion in open committee, it
had communicated its concern to IAEA Technical Assistance and
Cooperation Chair Ferouki bilaterally. Ichikawa noted Japan
had asked Ferouki to find a satisfactory solution to the
problem and she noted that the Japanese delegation had
briefed the U.S. DCM at UNVIE after the meeting. Ichikawa,
who was in Vienna until November 21, said Japan's IAEA
delegation is in close contact with the U.S. delegation.
