1. (SBU) Summary: MOFA officials were predictably pleased
with Japan's election to the United Nations Security Council
(UNSC) as a non-permanent member. Japan's agenda for its
two-year term includes a desire to focus on "Peace Building"
and its "Human Security" concept. The Japanese Government
also views the seat as an important part of its strategy of
becoming a permanent member. End Summary.
2. (C) Hirofumi Miyaki, Deputy Director of MOFA's United
Nations Policy Division, described his ministry as feeling
"happiness and some relief" at Japan's election as a
non-permanent member of the Security Council. He listed
"Peace Building" and "Human Security" as two areas he
expected Japan to concentrate on. Miyaki also pointed out
that because Japan currently chairs the UN Peacebuilding
Committee, there will be better cooperation between that
committee and the UNSC.
3. (C) As for PM Aso's "Arc of Freedom and Prosperity"
concept -- an idea to foster cooperation among Eurasian
democracies-- it will also be a focus of Japan,s two-year
term (provided Aso remains in office that long, Miyaki
quickly added). "No matter who is Prime Minister, though,
Japan,s most important goal is that of eventually becoming a
UNSC permanent member," Miyaki stressed. "Our non-permanent
membership is an important step in this direction," he added.
