1. (S) Poloff delivered reftel demarche to Ministry of
Foreign Affairs (MOFA) Second Middle East Division Principal
Deputy Director Motosada Matano September 16 and left a copy
of the Iran UAV non-paper (reftel). Matano accepted it
without comment. Poloff explained that the Embassy would
also be sharing the non-paper with Ministry of Economy, Trade
and Industry (METI) Export Control Division counterparts and
that we realize METI has the lead on this type of issue.
2. (S) Econoff delivered reftel demarche to METI Director of
the Office of International Affairs for Secure Export Control
Takao Shishikura September 17 and left a copy of the
non-paper. Shishikura said he could not recall specifically
but the Japanese manufacturer Tonegawa-Seiko Company Ltd. was
familiar as a target of proliferation concern. Shishikura
asked if he could share the information in the non-paper with
the Japanese entity to prevent export of such items in the
future. Econoff replied that the information is highly
sensitive with instructions to release only to Japanese
officials; Shishikura acknowledged the need to protect the
information. Econoff also told Shishikura the non-paper had
been shared with MOFA's Second Middle East Division.
