Meserve delivered reftel points to Afghan Ambassador Haron
Amin on Thursday, June 26, 2008. Ambassador Amin said he
would urge his Japanese contacts, as he has been doing up to
this point, to make additional contributions to Afghanistan.
Ambassador Amin approved of the joint approach to Japan,
asserting that some Japanese leaders are resistant to
unilateral outside pressure from the United States. To avoid
the possibility of casualties and increase the chance of
convincing Japan to participate in a PRT, Amin suggested they
be offered Panjsher Province as an area to dispatch an SDF
force. Amin described Panjsher as "completely
peaceful...noting nothing has happened there," adding it is
close to Baghram and easily supplied.
