RECONSTRUCTION INVESTIGATOR

1. (SBU) Embassy Tirana requests urgent assistance in
responding to a GOA request for help in investigating a
September 12 traffic accident that resulted in the death of a
key witness in a high profile, ongoing investigation. The
GOA has offered to pay for all expenses associated with any
U.S. assistance.
2. (SBU) On September 13 Embassy Tirana received an urgent,
official request for assistance from the Albanian Prosecutor
General in investigating the circumstances surrounding the
death of an Albanian citizen, Kosta TREBICKA, in what appears
to have been a single-car accident on September 12. The GOA
specifically requested a traffic accident reconstruction
expert to assist with the case.
3. (SBU) The GOA has requested assistance in light of the
extreme political sensitivity of the victim, who was a key
witness in an ongoing, high profile criminal investigation in
Albania.
4. (U) The DS Command Center and the Operations Center have
been notified via email and phone of this request.
