(C) The Dutch fully support the enrichment and reprocessing
proposals detailed in reftel. Pol-Mil Officer discussed the
points with the Head of the Nuclear Affairs and
Non-Proliferation Division, Henk Cor van der Kwast, on
October 31st. Kwast stated that he had already reviewed the
proposal while he was in New York attending UN meetings and
considered it a good text. He further stated he was aware
that the United States was not getting full support from some
other countries. He volunteered that if it was in the best
interest of the proposal and if the U.S. wanted assistance,
the Dutch would approach other countries in support of
amending the guidelines.
