1. (SBU) Econoff delivered reftel demarche May 30 to Eline
Attema, Senior Policy Advisor for Market Access and
International Aviation, Civil Aviation Directorate, Ministry
of Transport. Attema subsequently informed Econoff on June 9
that her Ministry has taken the U.S. points on board and
better understands the benefits of a "split assessment."
However, she cautioned that the Ministry has not reached a
final decision on the issue and it is now up to all ABIS
members to express their views on the split assessment.
(Note: the ABIS Group represents the civil aviation
authorities of Austria, Benelux, Ireland, Switzerland, and
Portugal. End note.) Attema added that the ABIS Group is
scheduled to discuss the split assessment issue at its next
meeting. Post will continue to report on any substantive
Dutch actions regarding this issue.
