SUBJECT: PATHWAYS MINISTERIAL IN PANAMA: CLOSING THE DEAL

Ambassador discussed reftel subject matter (before leaving
for COM conference) with the Minister of
Foreign Affairs and econoffs with Ministry of Trade and
Industry officials. Contacts at ministries confirmed that
Foreign Minister Edmundo Orellana and Trade and Industry
Minister Fredis Cerrato would both attend the December 9-10
Pathways Ministerial in Panama. The GOH had received the
draft agenda and work plan. All people involved in GOH
participation in the Pathways Ministerial were in San Pedro
Sula all this week for the summit of the Central American
Integration System and therefore had no specific comments on
the documents. Foreign Minister Orellana told the Ambassador
that any GOH comments on the proposed agenda and work plan
would be sent directly to the Government of Panama. We asked
both ministries to copy us on any comments provided.
