SUBJECT: GEORGIA WILL NOT SUPPORT SERBIA'S PLAN TO INVOKE
THE OSCE'S BERLIN MECHANISM

REF: SECSTATE 14284

Classified By: Ambassador John F. Tefft, for reasons 1.4 (b) and (d)

(C) Per reftel request, Poloff spoke with Alexander
Nalbandov, Director of the International Organizations
Department at the Georgian Ministry of Foreign Affairs.
Nalbandov said that the Georgian government had already
decided not to support Serbia's motion to invoke the Berlin
Mechanism at the OSCE following a Kosovo declaration of
independence, and had already informed the Serbs of its
decision. He added that he had heard that Serbia did not
have enough support to invoke the Berlin Mechanism and would
not continue to press for an emergency meeting.
