1. (C) Afghan Ambassador Baraki told us by cell phone that as
of this afternoon, August 22, talks held in Tashkent this
week on the contract to build a 43 km power line from the
Surkhan substation to the Afghan border had concluded
successfully. According to Baraki, the final agreed
construction price was $19 million, with construction
expected to begin within two weeks. The head of the Afghan
delegation, Energy and Water Resources Minister Ismail Khan,
is to sign the agreement with Uzbekenergo this evening.
Talks on the price the Uzbeks will charge for the electricity
it provides to Afghanistan will continue at a later date.

2. (C) Although the details are still sketchy, the fact that
an agreement has been reached and is about to be signed is a
major positive development in this long-delayed project. As
we have indicated earlier (reftel),it is highly unlikely
that construction of this power line on the Uzbek side of the
border can be completed before next spring.
