1. (C) On January 18, Ambassador delivered reftel points on
resolving Kosovo's status to Ministry of Foreign Affairs
Acting Americas Division Chief Mamajanov. Mamajanov received
them without comment. Deputy Foreign Minister Nematov would
not meet Ambassador earlier, despite Post's repeated
requests. This suggests that the Government of Uzbekistan is
unsure of how to proceed on an issue that puts it directly
between Russia and the United States.
