(C) On February 11 the Ambassador delivered the demarche per
reftel to Ministry of Foreign Affairs Americas Department
Chief Takhir Mamajanov. Post had requested a higher level
meeting with First Deputy Minister of Foreign Affairs
Nematov, but he was reportedly busy with a Turkish delegation
and unavailable. Mamajanov carefully reviewed the non-paper
points and promised to pass the information to the
appropriate officials within the Ministry. However,
Mamajanov noted that Uzbekistan's position on Kosovo "is a
bilateral issue between Serbia and Uzbekistan," and conveyed
that the involvement of "third parties" was not welcome.
(Comment: We consider it unlikely that the Government of
Uzbekistan will support the U.S. position. End comment.)
