1. (C) On December 19, Poloff and Russian Charge d'Affaires Alexey
Mochulsky jointly delivered reftel demarche on the upcoming Global
Initiative to Combat Nuclear Terrorism plenary meeting to First
Secretary Oybek Abdiev of Uzbekistan's Ministry of Foreign Affairs
United Nations and International Organizations Department.
Mochulsky and Poloff welcomed Uzbekistan's participation and
invited the Government of Uzbekistan to reach out to them with any
questions. Mochulsky added that Moscow highly values Uzbekistan's
views and would be especially happy if the Government of Uzbekistan
participates in the upcoming meeting at a high level. Abdiev
remarked that Uzbekistan is a new member of the Global Initiative.
It is thus still examining the initiative and learning about it,
but hopes to engage to a greater degree in Global Initiative
activities in the future. Abdiev promised to deliver the
diplomatic note to the Minister of Foreign Affairs, and that it
would be taken into consideration.
2. (C) Departing the Ministry, Mochulsky remarked to Poloff that
Uzbekistan is interested in counterproliferation, and that
Uzbekistan's policy is consistent with the role it had played in
creating the Central Asia Nuclear Weapons Free Zone. He added that
he had heard "intriguing rumors" that Kazakhstani President
Nazarbayev had recently called for a meeting of the Central Asian
leaders in Astana to discuss counterproliferation matters including
the Global Initiative to Combat Nuclear Terrorism. President
Karimov, he continued, had initially refused to participate, but
had later changed his mind. Mochulsky asked Poloff to call him if
he heard anything further about this.
