1. (SBU) On September 26,2008, President Karimov appointed
Lieutenant-Colonel Shukhrat Hamidovich Abdujabborov as First Deputy
Minister of Internal Affairs of the Republic of Karakalpakstan -
Chief of the Department for Criminal Investigation and
Counter-terrorism. Abdujabborov, an ethnic Uzbek, was born in 1966,
in Syrdarya Region. He started his career in the police in 1988 as
a guard policeman in the Gulistan District of Internal Affairs of
Syrdarya Region. From 1988 to 1992, he was a cadet of the Omsk
Higher School of the Russian Ministry of Internal Affairs. From
1992 to 2002, he served successively as Senior Operative Officer,
Chief of the Section in the Department of Criminal Investigation of
Khorezm Region's Department of Internal Affairs; Operative Officer,
Senior Operative Officer and Commander of a company in the Rapid
Reaction Regiment of the Department of Criminal Investigation of the
Tashkent City Main Department of Internal Affairs; Operative
Officer, Senior Operative Officer and Deputy Chief of Section in the
Tashkent City Main Department of Internal Affairs.
2. (SBU) From 2002 to September of 2008, he successively served as
First Deputy Chief of Bektemir District of Internal Affairs of the
Tashkent City Main Department of Internal Affairs; Deputy Chief of
Section, Chief of Section of the Main Department for Counter
Terrorism, Corruption and Racketeering of the Ministry of Internal
Affairs of the Republic of Uzbekistan; Chief of the Department for
Counter Terrorism, Corruption and Racketeering, and Chief of the
Department for Traffic Security in the Tashkent Main Department of
Internal Affairs.
3. (SBU) According to contacts in the GOU, he was appointed by the
Office of the President of Uzbekistan. Abdujabborov is not
affiliated with either the previous Minister of Internal Affairs
Almatov or current Minister Matlyubov. This assignment should be
considered a promotion for him.
