CENTER TRAINING
1. (U) This is an action request. Please see paragraph 2.
2. (U) Post requests that Department conduct a human rights
review and Leahy vetting for one Government of Uzbekistan
(GOU) official scheduled to attend the Program for Advanced
Security Studies at the Marshall Center in Garmisch, Germany
between September 26 and December 19. Post has no credible
information of gross violations of human rights by the listed
participant. Department's response is requested no later
than close of business September 18. Post realizes that
Department requires 10 business days to process Leahy Vetting
requests, but the GOU was late in providing biographic data
on this individual.
