1. (C) On October 20, 2008, Poloff met with Juri Kahn,
Division Director for the Middle East at the Estonian MFA
to discuss the points in reftel. Kahn reported that after
consulting with the Estonian Office of Migration, the
Government of Estonia has decided they are not able to
accept a Palestinian detainee from Guantanamo Bay.
According to Kahn, it did not appear as if this individual
would qualify for asylum or refugee status, so accepting
him would not be in accordance with current Estonian
legislation.
