1. (C) Sweden's EU Correspondent Anna Norell told poloff on
November 7 the following regarding the November 10-11 GAERC:

--Syria is not on the agenda.
--There will not be a discussion on Iraq, just the passing of
council conclusions as "A items."
--The EU will take a formal decision on the anti-piracy
mission in Somalia, but there will not be a discussion.
Sweden is still considering its contribution to the mission.


2. (C) Johan Frisell, MFA's Head of the Eastern European
Section, told poloff the EU is divided over engaging Russia.
The "pro-Russia camp," headed by the French, are pressing for
the resumption of normal relations. The other camp, which
includes the United Kingdom, Sweden, Denmark, the Baltics,
Poland and the Czech Republic, wants to send a strong message
to Russia that it will not be "business as usual" if talks
are resumed.


3. (C) On November 7, Pol Counselor re-raised Iran points
with Robert Nyberg and Ulf Samuelsson of the Middle East and
North Africa Section. Samuelsson stated that the EU Council
draft annexes regarding implementation of UNSCR 1803 on Iran
could be "A items" if "language reservations" between French
and English drafts and "parliamentary reservations by a
member state" are resolved.
