1. (C) Background: According to USEU Brussels sources,
Sweden, among other EU members, are delaying the draft Common
Position in UNSCR 1803, which transposes 1803 into an
additional set of EU sanctions against Iran (reftel). End
background.


2. (SBU) On July 17 Ambassador Peter Tejler, Director of the
Department for Middle Eastern and North African Affairs, told
poloff that Sweden is not delaying the EU vote on the draft
Common Position on UNSCR 1803 implementation. He said Sweden
wants a swift, robust 1803 and has no problems "going beyond
the scope" of 1803 as long as the restrictions are directly
related to missiles, nuclear arms and non-proliferation.


3. (SBU) He said Sweden is opposed to widening the scope of
1803 to include restrictive measures above a strict
interpretation, and opposes the current attempt by some EU
members to do this. Specifically, Tejler said Sweden has
"technical problems" with certain measures, including the
reduction of export credits and financial assistance and the
oversight of shipments. Sweden sees these measures as too
vague to anticipate how they would be implemented in Sweden.
Tejler said if the EU does a thorough job on the Common
Position now, then he expects it to pass by the end of July,
after the GAERC on July 22.
