GLOBAL MARITIME PARTNERSHIPS (GMP)

(U) On June 5, Jaak Meri, Desk Officer, Ministry of
Enterprise, Energy and Communications (MEEC),told Deputy
Economic Counselor that while his colleagues at the MEEC and
the Ministry of Defense view the Global Maritime Partnership
(GMP) positively, it is not a Swedish priority at present.
Meri commented that the GMP appears to overlap with existing
cooperation agreements, such as the North Atlantic Coast
Guard Forum, in which Sweden already participates. He cited
the Emergency Preparedness, Prevention and Response program,
the Helsinki Commission, and the Baltic Sea Regional Border
Cooperation as examples of existing cooperation agreements
where the GMP overlaps. Meri noted that Sweden prefers to
focus cooperation within the "already existing fora," adding
that this allows Sweden to allocate its resources in a more
cost-efficient manner.
