1. (SBU) Ike is a Category 1 over Western Cuba, heading
into Gulf:
-- State media reports four deaths and severe damage in
eastern Cuba. Half Matanzas and parts of Havana are
without power. (MG/WHA telcon)
-- USINT Havana will reopen September 10. All USINT staff
are safe and accounted for. (MG/WHA telcon)
-- USINT is working with OFDA to disburse $100,000 in
humanitarian assistance to Cuban NGOs in response to
Gustav. The Western Hemisphere bureau reiterated the
offer of a humanitarian assessment team to Cuba. (MG/WHA

Mexico

2. (SBU) Consulate Matamoros prepares for Ike:
-- The International Boundary and Water Commission reports
that flood control mechanisms along the border are
functioning properly and is prepared to augment personnel

-- Post is contacting municipalities regarding their
hurricane plans. No AmCits have requested assistance.

Haiti

3. (SBU) Aid reaches areas in Haiti, damage extensive:
-- The USS Kearsarge continues to transport drinking water
and food relief to northwestern Haiti. Ambassador
Sanderson and PM Pierre-Louis aerially surveyed damage to
Gonaives and surrounding areas. (Ops/USAID e-mail)
-- The UN World Food Program is delivering 150 metric tons
of emergency food relief and 10,000 liters of potable
drinking water by sea. (Ops/USAID e-mail)
-- Large areas of the country remain inaccessible and have
yet to receive humanitarian assistance. OFDA and SOUTHCOM
engineers' damage assessments of roads and bridges should
be complete September 10. (Ops/USAID e-mail)

devastated:
-- Grand Turk and South Caicos have severe building
damage; cell phone service is sporadic and landlines are
out. The Airport in Grand Turk is open to limited

-- Provientiales (Provo) suffered limited damage. Provo's
international airport is open and American Airlines has
